Dr. Joseph Guzman serves as Associate Superintendent of Education for Assessment, Standards, Accountability and Research under Arizona Superintendent of Public Education Tom Horne. Dr. Guzman Is an economist and engineer, having served in policy leadership and executive roles in the Pentagon. His policy research experience includes serving as an economist at the Center for Naval Analyses and the RAND Corporation. Joseph’s work in the Pentagon included serving as Principal Deputy Assistant Secretary of the Navy in the Office of Financial Management and Comptroller, as Deputy Assistant Secretary of the Air Force in the office of Manpower and Reserve affairs and as Director of the Department of Defense Biometric Management Office. Joseph received Civilian Service and Meritorious Service Medals from the Air Force and the Army, respectively, in recognition of his contributions to the Department. Dr. Guzman also received recognition from the National Institute of Standards and Technology (NIST) for his work advancing the implementation of biometrics technologies. In addition to his education policy research, Dr. Guzman’s background in K-12 education includes two terms as an elected School Board Member in Virginia from 2004-2012. He was appointed as a Commissioner to the Education Commission of the States by the Virginia legislature. In 2015, he received the Michigan Educator of the Year award from the Michigan Civil Rights Board. Joseph Guzman is a graduate of the University of Arizona, having completed Engineering and MBA degrees. He also holds a PhD in Business Administration, along with advanced degrees in Economics, Statistics and Business Research from Stanford University.
