Tamar is a Senior Advisor for East Wind Advisors, an investment banking firm in the education, media & entertainment and consumer industries. She is also Investment Advisor for 444 Capital, a Silicon Valley VC firm focused on emerging tech companies. Tamar spent over 30 years in the human capital, enterprise education and technology industries, including 25 years as Chief Learning & Talent Officer at Qualcomm. She has extensive experience working with entrepreneurs and executives scaling companies, managing growth, leading transformations and building leadership teams. Tamar is a recognized thought leader on the future of work, strategic talent development and education technology. After her long tenure at Qualcomm, Tamar served as CHRO for two high growth technology start-ups and was also Chief Talent Executive for Atlantic Bridge Capital, a global VC firm. She authored four books on enterprise education and was named "Chief Learning Officer (CLO) of the Year" by CLO Magazine. Her governance roles include Board Director for GP Strategies (NYSE: GPX), G3 VRM (NASDAQ: GGGV), Open Sesame, The Forbes School of Business & Technology at The University of Arizona and Editorial Board of CLO Magazine, a multimedia publication for the enterprise learning market. She also served on the Board of the Association for Talent Development (ATD) and The Conference Board’s Executive Council on Talent and Organizational Development. She holds both an M.S. and Ph.D. in Organizational Psychology.
